JACKSON WOODRUFF, P.E.
Principal Engineer | Co-Founder
Jackson is a licensed professional civil engineer with deep expertise in land development strategy, zoning, and entitlement planning. He began his career in North Texas, where he led engineering efforts on large-scale residential and mixed-use projects across the state. He later expanded into the high-growth market of Phoenix, Arizona, before returning to the Southeast — including Alabama, Mississippi, and Tennessee — where he continues to guide land through complex regulatory environments.
With a degree in Civil Engineering from The University of Texas at San Antonio, Jackson brings a technically grounded and strategically focused perspective to every project. His specialized expertise in improvement district creation and management (including MUDs & PIDs) sets him apart — offering clients advanced tools for infrastructure financing, cost recovery, and long-term service delivery.
At Three Strands Land Group, Jackson leads the technical side of the business. He partners with landowners, developers, and brokers to assess feasibility, unlock entitlements, and position land for its highest and best use — with efficiency, accuracy, and foresight.

Hailey brings a strategic, market-focused perspective to land development consulting, shaped by her experience leading growth initiatives for high-performing firms across Texas, Arizona, and the Southeast. With a background spanning development, construction, and civil engineering, she has supported organizations at every stage of the land development lifecycle — from engineering consultants and general contractors to vertically integrated developers.
She specializes in land strategy, end-user targeting, and property branding — helping clients position land for its highest and best use before it goes to market. Known for translating technical opportunities into actionable marketing strategy, Hailey helps ensure that each project reaches the right audience with clarity and purpose.
At Three Strands Land Group, Hailey leads business operations, firm strategy, and client marketing initiatives. Her ability to align internal execution with external positioning enables the company to deliver a client experience rooted in value, professionalism, and measurable impact.
